新农合医保在基层的设施状况摘要中国自建国以来一直是以二元制为开展模式的，我国农民人口基数大，长期以来缺少政府和集体的社会保障，农村居民在医疗卫生方面呈现出弱势的现象，农村居民看病困难、看病费用高等问题已成为不争的事实，新农合医保是现代社会新形势背景下我国党中央为了解决这一难题，提高农民健康保障水平而采取的一重大举措，新农合政策的实施的根本目的是改善他们因支付能力弱而出现的因病致贫，因病返贫现象。但是在调查中发现，新农合医保在具体的实践中却也暴露出了很多的问题，我们要对这些暴露出来的问题加以分析，针对性的采取一些措施，可以更好的完善和开展新农村合作医疗保障制度，从而提高参合率，扩大合作医疗保险的筹资水平，逐渐将合作医疗建设成为一个覆盖所有农民的社会医疗保险体系，以保证合作医疗的长远开展。关键词：新型农村合作医疗制度；农民；设施建设；参合；AbstractChinasincethefoundingofthenationhasbeentotwoyuanforthedevelopmentpattern,ourcountrypeasantpopulationcardinalnumberislarge,long-termsincelackofgovernmentandcollectivesocialsecurity,ruralresidentsinthemedicalandhealthaspectsoftheweakphenomenon,ruralresidents'medicaldifficulties,ahighercostoftheproblemhasbecomeanindisputablefact,ruralcooperativemedicalismodernnewsocialsituationinChinaunderthebackgroundofthePartyCentralCommitteeinordertosolvethisproblem,improvingtheirlevelofhealthprotectionandtakenamajormove,theimplementationofthepolicyofnewruralcooperativemedicalsystemisthefundamentalpurposeofimprovingtheirduetoweakcapacitytopayandtheemergenceofthepovertyduetoillness,thephenomenonthatreturndeficientduetoillness.Butinthediscoveryininvestigation,ruralcooperativemedicalinspecificpractice,butalsoexposedmanyproblems,weneedtoanalyzetheseproblems,targetedtotakesomemeasures,canbetterandimprovethedevelopmentofnewruralcooperativemedicalsecuritysystem,therebyincreasingtheparticipationrate,expandcooperationmedicalinsurancefund-raisinglevelofcooperativemedicalcaresystem,willgraduallybecomeacoverallpeasantsofthesocialmedicalinsurancesystem,toensurethelong-termdevelopmentofcooperativemedicalcare.Keywords:newruralcooperativemedicalsystem;farm...
