大庆油田BZ作业区配套项目采购管理优化研究 摘 要 随着经济全球化的不断发展，加强项目采购管理，是企业降低基建成本的关键环节，是保证采购物资交货期和质量的重要手段，是实施降本增效的具体措施，更是增强企业核心竞争力的重要途径。在配套项目中采购管理有着更为重要的地位，因此项目采购管理成为研究和关注的重点。大庆油田BZ作业区配套项目，主要包括宿舍楼及体育馆建设，建筑面积为4836.44㎡，建筑高度为16.95m,在采购方式上总体可分为招标采购和非招标采购两大类型。招标采购包括公开竞争性招标和有限竞争性招标。非招标采购包括市场询价采购及直接签订合同采购。对工程项目的主要需求的采购,如承包商、设计勘察、工程监理及大宗材料和设备的采购,根据工程规模、类型、投资性质的特点及国家相关法规的规定,都应采取招标采购的方式进行。 本文通过对课题的研究背景、选题目的及意义的介绍，并在此基础上详细分析该课题的国内外的研究现状，提出本课题的研究内容、技术路线。与此同时，介绍了采购的定义、采购管理的定义及原则、采购管理的目标和职能、以及采购管理在大庆油田BZ作业区配套项目中的应用情况等方面的基础理论。同时针对BZ作业区配套项目采购管理现状进行分析。并在组织结构、采购流程等五个方面，对BZ作业区配套项目采购管理现状进行分析，进而得出BZ作业区配套项目采购管理中存在的交货周期长、库存高等问题。并以此为基础，对问题进行深入分析，进而提出导致问题出现的采购需求掌握不准确等原因，针对这些原因分别从组织结构、采购需求、采购流程、供应商管理、信息化管理水平五个方面提出相应的优化策略，进而为BZ作业区不断优化自身的采购管理提供理论依据。最后为了能够最大限度地保证优化策略得到实施并取得良好效果，分别从规范采购人员管理、搭建采购信息平台、加强供应商管理三个方面为重点，阐述相应的保障措施以进一步提高BZ作业区配套项目采购管理水平。 （主要内容层次有待清晰，最好用首先、其次、再次、最后等厘清层次） 关键词：大庆油田；BZ作业区；配套项目；采购管理 III Research on the optimization of the procurement management of  BZ operation area in Daqing Oilfield ABSTRACT With the continuous development of economic globalization, strengthening project procurement management,is the key link to reduce the cost of capital construction, is an important means to ensure the delivery time and quality of the procurement of goods, is the implementation of the specific measures to reduce the efficiency, but also enhance the core competitiveness of enterprises is an important way.In the supporting project of the procurement management has a more important position, so the project procurement management has become the focus of research and attention.This article through the research background, the purpose and significance of the topic, and on this basis, the paper analyzes the research status at home and abroad, and puts forward the research content, research methods, technical route and innovation points.At the same time, this paper introduces the definition, definition and principles of procurement management, the objectives and functions of procurement management, and the basic theory of the application of procurement management in the BZ operation area of Daqing oilfield.At the same time, the status of the project procurement management for BZ operating area is analyzed.And in the organization structure, procurement process and other five aspects of the BZ operating area supporting project procurement management status quo analysis, and then come to the BZ operating area supporting project procurement management in the presence of long delivery cycle, inventory issues.And based on this, this paper makes a thorough analysis of the problems, and puts forward the reasons why the problems occurred in the purchase demand. For these reasons, the paper puts forward the optimization strategy from five aspects: organization structure, purchasing demand, purchasing process, supplier management and information management level, and then provides the theoretical basis for the continuous optimization of BZ operating area.Finally, in order to ensure that the optimal strategy is implemented and achieved good results, the paper focuses on three aspects, which are the specification of procurement personnel management, the construction of procurement information platform, strengthening the supplier management, and expounds the corresponding safeguard measures to further improve the BZ operating area with sets of project procurement management level.
