摘 要
供给链管理过程中一个重要的环节就是采购与供给,对公司的开展来说其有效性所起到的作用是很大的。最近几年,国外对现代采购模式的探索十分积极,采购开展形成了以集中采购、国际采购、信息采购、定制采购和联盟采购等采购模式为主的新的趋势。其中,这几年开展起来的一种最新的采购模式就是联盟采购模式。我国目前,企业往往对于采购环节的管理没有足够的重视。然而,随着经济全球化的开展,各种竞争越来越剧烈,资源也越来越短缺。因此,为了降低企业的生产本钱,提高综合竞争力,战略联盟作为未来开展过程中一个极其重要的采购模式,是采购开展的方向,所以我们的进一步研究很有价值,从而为全国其他企业的开展提供借鉴。
基于国内外学者对于采购管理的研究成果,论文分析了YTZGGJ公司的采购管理的现状,归纳总结了公司采购管理存在的问题,并分析了问题的成因,论证了开展战略联盟采购的必要性和可行性。为了解决YTZGGJ公司在采购管理中出现的问题,论文构建了适合YTZGGJ公司的战略联盟采购管理体系,并对战略联盟采购实施过程中的制度建设、流程梳理、监督考核和人力资源等四个重点环节进行了深入探讨。最后,从组织结构调整、管理制度建设、监督考核评价、人力资源建设四个方面,为公司战略联盟的有效实施制定了保障措施。
YTZGGJ公司的战略联盟采购管理模式是新的采购管理模式,管理的方式、组织架构、工作流程、运营管理和规章制度的变革等,都是转变采购管理模式的重要内容,是对公司采购管理的重新构建。实现战略联盟的采购管理模式,必须建立好公司的管理根底。推动战略联盟采购工作,企业必须完善YTZGGJ公司相应的监督检查和鼓励与考核机制,得到公司各级领导和部门的全方位的参与和支持。

ABSTRACT
Procurement and supply is an important part of the supply chain management process. Its effectiveness has a great impact on the development of the company. In recent years, foreign countries actively explore the modern procurement model, including centralized procurement, international procurement, information procurement, custom procurement and alliance procurement. Among them, the Union procurement is a new type of procurement model. In China, enterprises often do not pay enough attention to the management of procurement links. However, with the development of economic globalization, all kinds of competitions are becoming more and more fierce, and resources are becoming more and more scarce. Therefore, in order to reduce the production costs and improve the comprehensive competitiveness of enterprises, the alliance procurement model is an extremely important development direction in the future. It is worthy of our further study, so as to provide reference for the development of other enterprises in China.
Based on the research results of scholars at home and abroad, this paper analyzes the current situation of YTZGGJ's procurement management, finds out the problems of purchasing management, sums up the causes of the problems and demonstrates the necessity and feasibility of strategic alliance procurement. In order to improve the purchasing management, the thesis constructs the alliance purchase management system which is suitable for YTZGGJ company. Four key links, such as system construction, process sorting, supervision, examination and human resources, are discussed in the process of the implementation of the alliance procurement. Finally, from the four aspects of organizational structure adjustment, management system construction, supervision, evaluation and construction of human resources, the effective measures for the implementation of strategic alliances have been formulated.
YTZGGJ company's strategic alliance procurement management model is a new management model. The change of purchasing management mode involves the transformation of management mode, organizational structure, work flow, operation management and rules and regulations. It is the reconstruction of the company's procurement management. To realize the purchasing management mode of the strategic alliance, the management foundation of the company must be established. To promote the procurement of strategic alliances, enterprises must improve the corresponding supervision and inspection mechanism of YTZGGJ company, and get the full participation and support from all levels of leadership and departments at the company.
