ICs27.140P59Record No.61663-2018Electric Power Industry Standard of the Peoples Republic of ChinaDL/T17702017Code for filling and emptying proceduresof water conveyance system forpumped storage power station抽水蓄能电站输水系统充排水拉术规程English TranslationIssue Date:2017-11-15Implementation Date:2018-03-01Issued by National Energy AdministrationDL/T1770-2017plan and emergency response plan shall be prepared with respect to the station specific conditions inaccordance with GB/T 18482 and DL/T 5208.4.2 The initial filling test in construction period should follow a sequence of tailrace,flow passage section,and headrace.Emptying test may not be conducted if all related hydraulic structures and electro-mechanicalequipment remain normal after initial filling.For a pumped storage station with its powerhouse located at tailbay,the tailrace tunnel and flow passage section may be considered as a whole,and the filling and emptyingtest may be conducted according to the requirement of flow passage section of the unit4.3 Prior to the initial filling,the total amount of stored water in both upper and lower reservoirs should notbe less than the sum of their dead storages,the filling of water conveyance system,and the water required forthe initial commissioning.4.4 All related acceptance tests shall have been completed before the initial filling or emptying test duringconstruction period.4.5 Before filling and emptying during operation period,hydraulic structures and relevant electro-mechanicalequipment shall meet the conditions for filling and emptying operation.4.6 Before filling and emptying,the conditions of electro-mechanical equipment related to the waterconveyance system shall be checked.4.7 Before filling and emptying,the communications between the command center and various observationpoints shall be stable and uninterrupted.4.8 In the process of filling and emptying,real-time obsern shall be carried out to keep the filling andemptying speed under control.4.9 Upon the end of filling and emptying,the hydrac structures and related electro-mechanical equipmentshall be confirmed to be safe and reliable before prceeding to the follow-up operation.5 Work procedures5.1 Before filling and emptying,the following shall be completed:a)An organization is established to be responsible for filling or emptying with its responsibilities clearlydefined,refer to Annex A.b)All relevant technical requirements,implementation plan and procedural documentations shall be reviewedand approved.refer to Annex B.c)All filling and emptying conditions are checked and confirmed,and no defects remain.d)The air quality in confined spaces is tested such as exploration and construction adits that need manualinspection5.2 The filling and emptying shall proceed as per approved implementation plan,and any adjustments to theplan shall be submitted for approval.5.3 After filling and emptying,a work report shall be prepared,refer to Annex C.6 Water filling conditions6.1 Civil works6.1.1 Prior to initial filling,the civil works shall satisfy the following conditions:a)The conveyance works have been completed and accepted.b)Powerhouse structures related to the water conveyance have been completed an acceptedc)Exploratory boreholes,temporary holes and caverns related to the water conveyance have been plugged2
