摘要 近年来，随着我国的国际地位不断上升，对外传播政治倾向的意愿也越发强烈，政治翻译逐渐成为一个热点。政治术语由于其含义的多样性和复杂性，是翻译界公认的难题。 本文基于目的论理论，采用定性分析和个案研究两种研究方法，以十九大报告的英译版作为本次论文研究的语料来源。在前人相关研究的基础上，从目的论遵守的三原则入手，探讨中国特色政治术语的翻译策略与其背后的原因。本文首先阐述了目的论的定义、特点和分类，之后对国内外前人们的相关话题研究进行了归纳总结，探讨了以目的论为指导下中国特色政治术语的英译及常用翻译方法。 研究发现,翻译基于目的论,翻译策略的选择更加灵活,对中国特色政治术语的英译有更好和更实际的应用和指导意义。译者在处理中国特色政治术语时,通过遵守目的论三原则,其选择翻译策略时可以更为灵活,避免单一地以汉语为中心,从而兼顾了英语使用者的表达习惯，使翻译文本更加清晰明了,准确,易懂。希望通过本文的阐述和分析，能够为其他类似的政治文本英译提供一些翻译思路和策略。  关键字：中国特色政治术语；目的论；翻译策略；翻译方法 Abstract In recent years, as China's rising international status, foreign spread political tendency also increasingly intense, political translation gradually become a hot. Political terms because of the complexity and the diversity of its meaning is recognized translation problems.  Based on the theory of Skopostheorie, this paper uses qualitative analysis and case study to study two kinds of research methods, with the English translation of the report on nineteenth CPC National Congress as the source of corpus. On the basis of previous studies, this paper discusses the translation strategies of Chinese characteristic political terms and the reasons behind them from the three principles of Skopostheorie. This article first expounds the definition, characteristics and classification of the Skopostheorie, then has carried on the induction summary related topic research on before the people at home and abroad. To discusses the Skopostheorie as the translation of political terms with Chinese characteristics under the guidance and common translation methods. It is found that because Skopostheorie has certain flexibility in the choice of translation strategies, English translation of Chinese characteristics political terms has a wide range of application and guiding significance. When translators deal with political terms with Chinese characteristics, abide by the three principles of Skopostheorie can make translators more flexible choice of translation strategy, avoid blindly with Chinese as the only reference, think about the expression habit of English speakers, too. Therefore, the translation is clearer and more nicety. Hope that through this article analysis, to other similar political translation documents provides some translation ideas and strategies. Due to the translation of political documents including the sensitive subject of national politics. It has always been an important part of the translation circle. Political terms with Chinese characteristics is based on the unique product of China's era background and historical environment born. So, a good translation direct impact on the accuracy of the foreign understanding of China's political. Therefore, study for English translation of political terms with Chinese characteristics is necessary. But in the political documents always have polysemy vocabulary. There will be many difficulties in the translation process. The translator must give full consideration to the situation and expectations of the target reader in order to accurately understand the original text and strive to be faithful to the original text.  Term refers to the collection of terms used to represent concepts in a particular discipline. It expatiation in The New Oxford English Dictionary (1998; P1897) “The terminology of a subject is the set of special words and expressions used in connection with it.
