固定资产投资工程节能评估报告编写指南(总纲·XX年本) 固定资产投资工程节能评估报告编写指南 (钢铁·2023年本) 适用范围 本指南适用于全流程钢铁生产固定资产投资工程的节能评估工作,工序不完整或独立焦化、炼铁、炼钢、轧钢等工程的节能评估工作应参照本指南推荐的评估要点及分析思路进行。 推荐目录 i工程表·····················································································1ii评估概要························································································11评估依据························································································21.1评估内容··················································································21.2评估依据··················································································22根本情况························································································22.1建设单位根本情况···································································22.2工程简况··················································································22.3工程所需能源概况···································································32.4工程所在地有关情况·······························································33建设方案节能评估········································································33.1工艺方案节能评估···································································33.2工程总平面布置节能评估·······················································43.3主要用能工序和设备节能评估················································43.4辅助生产系统节能评估···························································73.5附属生产系统节能评估·························································183.6能源计量器具配备方案节能评估··········································183.7本章评估小结········································································184节能措施评估··············································································184.1能评前节能技术措施概述·····················································184.2能评阶段节能措施评估·························································194.3节能措施效果评估·································································194.4节能管理方案评估·································································194.5本章评估小结········································································205能源利用状况核算及能效水平评估············································205.1能评前能源利用状况·····························································205.2能评后工程能源利用状况·····················································205.3工程能效水平评估·································································275.4小结·······················································································286能源消费影响评估······································································286.1工程对所在地能源消费增量的影响评估·······························286.2工程对所在地完成节能目标的影响评估·······························296.3小结·······················································································32023结论·····························································································32023附录及附件··················································································32023.1能源平衡表············································································32023.2能源购进、消费与库存表(略)··········································37 报告编写指南 i工程表 工程表编写统一采用节能评估工作指南(2023年本)的规定格式和内容要求。新版表细化了工程能源消耗量和能效指标以及对地方能源消费的影响,取消了能评采取的节能措施及存在的问题局部。 ii评估概要 评估概要是整个能评报告内容的概括和提炼,一般应包括以下内容:1评估工作简况 简要说明评估委托情况,以及工作过程、现场调研情况等。2指标优化情况 主要包括能评前后工程主要能效指标、主要经济技术指标,以及年综合能源消费量,所需能源的种类、数量等的比照及变化情况。 3建设方案调整情况 主要包括能评前后工程主要工艺方案的比照及变化情况,主要用能设备的能效水平变化情况等。 4主要节能措施及节能效果列表表述工程主要节能措施及效果。1评估依据 1.1评估内容 1说明工程建设内容。如,生产规模、工艺路线、主要生产设备等。 2确定评估范围。评估范围应与工程申请报告保持一致,覆盖工程投资建设的全部内容,包括主要生产系统、辅助和附属生产系统,以及投资范围之内的配套设施等。当工程依托既有设施建设时,既有局部用能情况也应纳入评估范围。 1.2评估依据 节能评估有关法规、政策、标准、标准等资料要适时更新,不得采用过时的依据。钢铁工程节能评估依据除节能评估文件所依据的有关节能法律、法规外,要充分表达钢铁行业的特点,采用钢铁工艺特有的设计标准。 2根本情况 2.1建设单位根本情况 主要包括建设单位名称、立项情况、所属行业类型、单位性质(内资、外资)、地址、法人代表、历史沿革、现有生产规模、生产经营情况等内容。 2.2工程简况 主要包括工程名称、立项情况、工程背景、工程建设方案主要内容、工程产品方案、原燃料来源与质量、工程进度方案等。 改、扩建工程要明确企业现状生产情况、现状金属平衡图和主要生产工艺设备及辅助生产设备等。 2.3工程所需能源概况 介绍工程拟使用的能源品种、数量等。其中,焦煤、动力煤应具体提供数量及煤质分析文件。有支持性文件的应在附件中列出。 2.4工程所在地有关情况 主要包括工程建设条件、周边环境,以及工程所在地区域经济、社会状况等。 1介绍工程地理位置、地形地貌(海拔高度)等,并以图片形式等介绍场地现状。 2介绍工程所在地的气候特征、主要气象要素特征值。供热工程,还应介绍工程厂址地区的采暖期、采暖天数等。 3介绍工程所在地(省、市)经济与社会开展状况、节能目标、能源消费总量控制目标,能耗或煤炭等量(减量)置换有关要求等。 3建设方案节能评估 3.1工艺方案节能评估 1从生产规模、生产工序、生产设备配置等方面,分析评价工艺技术方案是否有利于提高能效,是否符合节能设计标准相关规定。 对新建或整体搬迁改造类型的企业,要选取和企业规模、装备相近的先进企业进行类比分析。 2对照国家、行业及地方已经发布的导向目录评估工程有无采用明令禁止或淘汰的落后主艺、技术、装备。对照国家发布的节能工艺、技术、装备推荐目录评估工程采用的节能新技术、新工艺。对照同行业先进工艺、技术、装备水平评估工程的先进性。 3从总体分析工程生产工艺结构配置的合理性和采用技术先进性。 3.2工程总平面布置节能评估 1对厂内总平面布置进行分析,判断生产流程是否合理,物流是否顺畅,功能分区是否明确,运输线路是否短捷,公辅设施是否靠近主要负荷中心布置,是否合理利用场地高差优势减少生产中的能源消耗,全厂的总平面布置能否起到能够提高生产效率,减少能源消耗的作用。 2根据gb50632,gb50603设计标准条款,对厂区采取的节能措施进行分析。 3.3主要用能工序和设备节能评估 按照钢铁生产企业主工艺流程分工序进行节能评估,主生产工艺一般包括焦化、烧结球团、炼铁、炼钢、轧钢,要根据具体工程的实际工序情况进行取舍。 每一个主生产工序节能评估参照以下步骤开展:1概述 概述工程主要建设内容,包含生产规模、主要设备、主要原料燃料质量、产品方案和主要生产技术经济指标等。
