101蒋天洁陈冰中英规划教育专业认证的演化和比较探析蒋天洁陈冰中英规划教育专业认证的演化和比较探析*RESEARCHONTHEEVOLUTIONANDCOMPARISONOFPLANNINGEDUCATIONACCREDITATIONINCHINAANDTHEUKJIANGTianjie;CHENBing*江苏省教育厅高校哲学社会科学基金项目(13SJD880110);贵州省高等学校教学内容和课程体系改革项目(2019062);西交利物浦大学教学发展基金项目(TDF-20/21-R22-149);西交利物浦大学设计学院研究项目。【摘要】以认证标准(内容)变革为切入点,梳理了中英规划教育专业认证的演化历程,分析总结了各阶段发展特点。并通过对认证委员会、认证范围、申请条件和认证标准等影响现行规划教育专业认证的关键因素,以及专业认证与执业认证的关系等方面进行对比分析,辨析两国认证体系的特征,总结得出我国在协调规划教育与规划行业之间关系、营造自我监控的文化氛围、拓宽认证范围等方面可以学习借鉴英国经验。建议我国下一阶段的规划教育专业认证改革应在兼顾宏观与微观、内外部因素结合、树立良好的价值导向、拓展与精细管理等方面进行改革优化,以确保规划人才的培养质量得到社会认可、满足发展需要。【关键词】规划教育;专业认证;质量保障;执业认证;城镇化;规划实践ABSTRACT:Byreviewingthereformofaccreditationstandards(contents),thispaperexplorestheevolutionofplanningeducationaccreditationinChinaandtheUKfromalongitudinalperspectiveandanalyzesandsummarizestheircharacteristicsatdifferentstages.AcomparativeanalysisofthekeyfactorsthataffectthecurrentplanningeducationaccreditationinChinaandtheUKhasbeenconducted,includingtheaccreditationcommittee,thescopeofaccreditation,applicationconditions,accreditationcriteria,therelationshipbetweeneducationaccreditationandpracticecertification,etc.ItisconcludedthatitisworthlearningfromtheUK’sexperienceinreconcilingthelinkbetweenplanningeducationandtheplanningindustry,creatingacultureofself-monitoring,andbroadeningthescopeofaccreditation.Furthermore,itissuggestedthattheplanningeducationaccreditationreforminChinashouldfocusonthebalanceofmacroandmicrofactors,theintegrationofinternalandexternalfactors,theadoptionofavalueorientationapproach,aswellasscopeexpansionandfinemanagement,therebyensuringthatthequalityofplan...
