Day
Day 11,What was the 20th centurys most distinctive feature? It is a historians parlor game, but there can be no definitive answer. For some,it would be getting men to the moon, discovering penicillin, splitting the atom or some other great scientific achievement. ,For others,it would be the fastest and most sustained period of economic growth in history.Or the end of the age of empires, which had dominated the politics and economics of the world for centuries. ,For Niall Ferguson, however, only this last description comes close and even then only as background. In his view, the centurys most distinctive feature was violence:the slaughter, and not only in war,of millions upon millions of people. His new book seeks to describe and,as far as possible, explain why this happened. Mr.Ferguson,a Glasgow-born Harvard professor, whose two-volume“House of Rothschild”is still regarded, after nearly ten years,as one of the finest studies of its kind, has since become what his more academic colleagues call a popular historian.,这实质上也就是说,他视野开阔,豪情满天,写的书可读性强,自己常常在电视上露面,书也卖出去很多。 Essentially, this means that his themes are broad and ambitious, his books are a good read,he appears on television a lot and sells a lot of copies. In addition to those virtues, however, there are some vices.,口语练习Day 11,The plan also calls for an increase in research and development spending from its current 1.23%of GDP to 2.5%by 2020,putting China in the same range as OECD countries current scores.Ms Fang says banks and government departments will be told to help out with their credit, taxation and currency-exchange policies.According to Denis Simon of the State University of New Yorks Levin Institute, who advises the Chinese government on science policy, this move comes just in time.“If China doesnt do this right,”he says,“it risks becoming a good 20th-century industrial economy just when it needs to figure out how to be a 21st-century knowledge-based economy.”,But to succeed, says Mr Simon,China needs to attend to other matters as well. These include an“internal brain drain”that sees much of the countrys best talent going to work for foreign firms in China, and the countrys notoriously lacks regime for protection of intellectual-property rights.Mr Simon predicts that such protection will improve as more local businesses with an interest in the matter join the chorus of complaints from foreigners.,表达练习Day 11,What are the most popular types of films in China? What is the difference between watching a film in the cinema and watching a film at home?Do you think cinemas will close in the future?,视译 Day11,IntroductionDistinguished Director-General Xue,Deputy Director-General Wen,Secretary-General Li,ladies and gentleman 大家上午好!(da jia shang wu hao!)and a very warm welcome to you all to todays UK-Shandong Commercial Dialogue on PPP(Public-private partnership)!First I am very delighted to make my first visit to Shandong province and to Chinas renowned“city of springs”(quan cheng). In Britain we actually have a similar“city of springs”called Bath, which has also been famous for its“hot springs”since ancient times and attracts numerous tourists. However,I said“similar”not“the same”,because different from Jinan which has a population over than 7 million,Bath only has a population of 100,000!,UK PPP Interest and ExperienceTo begin,I would like to explain to you why the UK government is so keen to support PPP development in China. As you know, the senior leadership in China strongly endorses the use of PPP.During his keynote speech at Davos 2015,Premier Li singled out PPP as a priority. He highlighted its role in encouraging the participation of private and foreign capitalMinister Lou Jiwei of Ministry of Finance also set PPP as a top priority on many occasions, linking up with the wider reform agenda.Since then NDRC and the Ministry of Finance have issued PPP documents that officials in provincial and municipal governments, including many of you here today, are now carefully considering how best to implement.,Echoing this priority set by the central government,Shandong has also been playing an active role in experimenting with PPP projects. In fact,I know that by November this year there were 738 projects in Shandongs PPP Project database, the total estimated investment amount of which will be more than RMB 700 billion.Only two weeks ago, right here in Shandong Hotel,a new round of 158 new PPP projects were announced by the provincial governmentThese are impressive first steps and the UK has a great deal of PPP experience we are delighted to share with you.The UK is considered the home of PPP and has world leading PPP capability, both from a policy perspective and also amongst our companies and professional advisors who have successfully delivered a large number of PPP projects for us.,30 years ago with our government finances under pressure, the UK government had already felt the need to explore alternative sources of funding, and to find new and innovative ways to improve public sector deliverySince then the UK has pioneered PPP projects in sectors like public heath, infrastructure, transportation etc.And we are keen to share both the good stories and lessons learned,as well as learn from Chinas PPP development experience,各位加油!,
