springs”(quan cheng).In Britain we actually have a similar“city of springs”called Bath,which has also been famous for its“hot springs”since ancient times and attracts numerous tourists.However,I said“similar”not“the same”,because different from Jinan which has a population over than 7 million,Bath only has a population of 100,000!,UK PPP Interest and ExperienceTo begin,I would like to explain to you why the UK government is so keen to support PPP development in China.As you know,the senior leadership in China strongly endorses the use of PPP.During his keynote speech at Davos 2015,Premier Li singled out PPP as a priority.He highlighted its role in encouraging the participation of private and foreign capitalMinister Lou Jiwei of Ministry of Finance also set PPP as a top priority on many occasions,linking up with the wider reform agenda.Since then NDRC and the Ministry of Finance have issued PPP documents that officials in provincial and municipal governments,including many of you here today,are now carefully considering how best to implement.,Echoing this priority set by the central government,Shandong has also been playing an active role in experimenting with PPP projects.In fact,I know that by November this year there were 738 projects in Shandongs PPP Project database,the total estimated investment amount of which will be more than RMB 700 billion.Only two weeks ago,right here in Shandong Hotel,a new round of 158 new PPP projects were announced by the provincial governmentThese are impressive first steps and the UK has a great deal of PPP experience we are delighted to share with you.The UK is considered the home of PPP and has world leading PPP capability,both from a policy perspective and also amongst our companies and professional advisors who have successfully delivered a large number of PPP projects for us.,30 years ago with our government finances under pressure,the UK government had already felt the need to explore alternative sources of funding,and to find new and innovative ways to improve public sector deliverySince then the UK has pioneered PPP projects in sectors like public heath,infrastructure,transportation etc.And we are keen
