Vol.22No.1Mar.2023第22卷第1期2023年3月浙江工商职业技术学院学报JournalofZhejiangBusinessTechnologyInstitute1问题的提出相对于传统的管理,治理是利益相关者共同参与的活动,包括相关利益主体共同举办、共同决策、共同监督、共同参与分享等四个方面。所以,治理又叫做共同治理[1]。民办高校的利益相关者既包括政府、社会等外部利益主体,也包括举办者、教师、学生等内部的利益主体,不同主体共同参与学校治理活动,保证了学校的持续健康发展。对于大学教师而言,他们是教学和科研的主体,在学校治理中具有重要的地位和独特的价值,但在治理实践中却长期处于边缘甚至是缺席的状态[2]。这里面既有教师个人层面的原因,也有政策制度层面的原因。当然,与公办高校教师参与治理所面临的具体困境不同,民办高校是社会力量投资办学,举办者在学校决策中具有控制性的权力。因为长期存在这种单边治理现象,民办高校教师作为办学的主体、核心利益相关者的地位得不到保障,更由于制度设计缺失、机制僵化、民主权利弱化等原因,通常也难以有效地ThePrivateCollegeandUniversityTeachers’ParticipationinInternalGovernance:EvolutionProcessandPathSelectionWANGJing(NingboUniversityofFinanceandEconomics,Ningbo315175,China)Abstract:Theparticipationofprivateuniversityteachersininternalgovernancehasexperiencedthreestages:theab-senceofinstitutionalguaranteesundertheunilateralgovernancemodelofhumancapital,thesymbolicparticipationofinstitutionalguaranteesreturningundertheunilateralgovernancemodelofinvestorsandthepracticalparticipationofcorestakeholdersunderthemultilateralgovernancemodel.Bysummarizingtheprocessofteachers’participationingovernanceinprivatecollegesanduniversitiesinthenewera,privatecollegesanduniversitiesshouldimprovethesystemsupplyandorganizationalguarantee,enhancetheeffectivenessofteachers’participationinjointgovernance,establishateacherpowerlistmechanismtoclarifytheauthorityandresponsibilityofteachersparticipatingininternalgovernanceandplaytheroleofbigdataempowermenttodriveteacherstoaccuratelyparticipateininternalgovernance.Keywords:privatecollegeanduniversity;teacherparticipation;internalgovernance;governanceculture民办高校教师...
