Politics&Economy/政经Pooling Wisdom for a Shared Future AcrossMountains and SeasChinese and International Participants of the Belt and RoadForum for Interconnected Land-Sea Development 2023:Looking Forward to More Cooperation跨越山海共商发展共享未来2023“一带一路”陆海联动发展论坛中外嘉宾期待更多合作发展Held from May 17 to 18 in Chongqing,the Beltand Road Forum for Interconnected Land-SeaDevelopment 2023 attracted dignitaries,think tankexperts,and business representatives from the participatingcountries of the Belt and Road Initiative(BRI)to facilitatefuture cooperation for mutual development.This is the second time for Chongqing to hold the Beltand Road Forum for Interconnected Land-Sea Development.5月17 日至18 日，2 0 2 3“一带一路”陆海联动发展论坛在重庆举行。来自“一带一路”合作伙伴国家的政党政要、智库学者、工商界人士，跨越山海齐聚重庆，共商发展大计，共话合作发展蓝图。这是重庆举办的第二届“一带一路”陆海联动发展论坛。二中外嘉宾参观重庆市规划展览馆。28TheWorld and ChongqingBuilding the Centerfor InternationalExchanges in Central and Western China中西部国际交往中心建设The first edition was in June 2019.Back then,theChongqing Municipal Government and the Silk Road ThinkTank Association jointly launched Chongqing Proposalon the Belt and Road Forum for Interconnected Land-SeaDevelopment and established the Chongqing InternationalExchanges Think Tank.Thematic international symposiums,matchmaking events for Chinese and foreign entrepreneurs,and field visits created numerous cooperation opportunitiesfor all parties.This years forum also yielded fruitful results,including1)the joint establishment of the New International Land-Sea Trade Corridor(ILSTC)Think Tank Association;2)theunveiling of ILSTC International Exchanges and CooperationCenter;3)the signing of three cooperation frameworkagreements between three universities in Chongqing andinternational think tanks;4)the signing of the cooperationframework agreement on the mutual learning and exchangesof rural revitalization between five international think tanksand the Pengshui Autonomous County;5)the organizingof a series of field visits and seminars to facilitate theimplementation of the consensus reached in the Forum.During the Forum,experts from Chinese andinternational think tanks have put forward precious adviceand plans on regional connectivity,inter-connected land-seadevelopment,and cooperation and investment opportunitiesin emerging industries.Xu Erming,Chairman of Siam Think Tank of Thailand,noted that Chongqing could learn from the cooperationbetween relevant countries and Chinese provinces andcities to sign a“mini version of the free trade agreementwith Thailand,fully exerting Chongqings soft power toprovide high-quality financial and data services,to improvewarehousing and logistics services,and to work withThailand to develop a logistics hub for China-bound exportsjointly.Danijel Nikolic,Chairman of the Council of Belt andRoad Research Center in Serbia and Assistant Secretary-General of the Government of Serbia,proposed to host andorganize similar forums in Serbia,being a good host just likeChongqing.2019年6 月，重庆举办首届论坛，重庆市政府和“一带一路”智库合作联盟共同发布了“一带一路”陆海联动发展论坛重庆倡议，成立了重庆国际交往智库。同时，举办专题国际研讨、中外企业家对接会、实地考察交流活动等，为各方创造更多合作机会。本届论坛，硕果累累：联合发起成立“西部陆海新通道智库联盟”，揭牌成立“陆海新通道国际合作交流中心”，三所市内高校与国外智库分别签署中外智库友好合作协议，五个国际智库和彭水自治县共同签署乡村振兴建设交流互鉴友好合作框架协议，一系列参观考察和座谈交流活动扎实推动论坛共识落实落地。论坛期间，与会中外智库专家围绕国家和地区间的互联互通、陆海联动发展、新兴产业合作和投资机遇等，提出了极具价值的建议和方案。泰国罗智库主席徐二明表示，重庆可以借鉴有关国家和中国国内相关省市合作经验，与泰国签订具有地域特色的“迷你版”自由贸易协定，充分发挥重庆软实力，做好金融和数据服务，提升仓储物流服务水平，与泰国有关方面共同打造对华出口物流集散地。塞尔维亚“一带一路”研究中心理事会主席、塞尔维亚政府副秘书长达尼耶尔尼科利奇提议，在塞尔维亚主办、组织类似论坛活动，像重庆一样当好东道主。The World and Chongqing29Politics&Economy/政经发展利益中国CHIN研究中VEARCHCEN中国东盟法律研究中心文库场国家研光约考察中国一东盟法律研究中心。考察四川外国语大学区域国别研究院。Wen Hao,Senior Economist and the Head of theInnovation and Development Center for BRI from theFinancial Research Institute of China Development Bankproposed to establish an ILSTC international bank withChongqing as the headquarter,introducing large-scaledomestic financial institutions,Singapore and ASEANfinancial institutions,and strategic investors.This bankcould set up branches in the western provinces of Chinaas well as countries and regions along the BRI,settinga joint ILSTC international investment fund to providehigh-quality financial services for interconnected land-searegional exchanges.Huang Renwei,Executive Vice Director of theFudan Institute of Belt and Road&Global Governance,pointed out that,facing geopolitical barriers and geo-economic competition,the China-Europe corridor shouldbe strategically developed into three routes,includingsouthern,northern,and central corridors.These corridorsshould be explored in multiple directions with theaccelerated development of the China-Pakistan EconomicCorridor,the China-Mongolia-Russia Economic Corridor,and the Balkan Corridor.He also expressed his hope forChongqing to further open up its financial sector,serve asBRIs financing center,and play a leading role in emergingtechnology.Chinese and foreign guests spoke highly of the resultsachieved through this forum and looked forward to furtherstrengthening the cooperation in the future.国家开发银行规划研究院“一带一路”创新中心办公室处长、正高级经济师温灏提出，可组建以重
