打造向北对俄数字经济新高地的发展策略研究武文，张晓莉，宋海涛（哈尔滨金融学院，黑龙江哈尔滨150030）[摘要]当前经济数字化转型发展已经成为世界各国的主要趋势和主导力量，中国和俄罗斯在数字化发展政策和布局上高度一致，都致力于推进数字经济的高速发展以及促进数字经济的多边国际合作。中俄两国毗邻而居，政治关系友好，具有坚实的合作基础，经济贸易往来也日益加深，两国开展数字经济合作既有助于打破本国传统发展束缚，又可以推动中俄经济建设迈向新征程。通过分析数字经济的重要性，总结了中俄两国数字经济发展的可行性以及数字经济合作所面临的挑战，并基于此提出打造向北对俄数字经济新高地的发展策略，包括加强顶层设计数字经济政策衔接、加强交流合作缩小数字鸿沟、优先推进主要数字基础建设项目以及增进现代化数字人力资源储备等，以完善中俄数字经济合作机制。[关键词]对俄经济；数字经济；发展策略[中图分类号]F640[文献标识码]A[文章编号]1009-6043（2023）08-0071-03Abstract:Atpresent,economicdigitaltransformationhasbecomethemaintrendandleadingforceofcountriesaroundtheworld.ChinaandRussiaarehighlyconsistentintheirdigitaldevelopmentpoliciesandlayout,andarecommittedtopromotingtherapiddevelopmentofthedigitaleconomyandthemultilateralinternationalcooperationinthedigitaleconomy.ChinaandRussiaareneighboringcountries,withfriendlypoliticalrelationsandasolidfoundationforcooperation.Astheeconomicandtradeexchangesbetweenthetwocountriesarealsodeepeningdaybyday,conductingdigitaleconomiccooperationbetweenthetwonotonlyhelpsbreakthetraditionaldevelopmentconstraintsoftheirowncountries,butalsopromotesthedevelopmentofChinaandRussia'seconomytowardsanewjourney.Byanalyzingtheimportanceofthedigitaleconomy,thispapersummarizesthefeasibilityofthedevelopmentofthedigitaleconomybetweenthetwo,aswellasthechallengesfordigitaleconomiccooperation.Basedonthis,itproposesdevelopmentstrategies,includingstrengtheningtop-leveldesignofdigitaleconomicpolicyconnections,strengtheningcommunicationandcooperationtonarrowthedigitaldivide,prioritizingthepromotionofmajordigitalinfrastructureprojects,andenhancingthereserveofmoderndigitalhumanresources.Keywords:economy...
