110城市规划CITYPLANNINGREVIEW2023年第47卷第6期VOL.47NO.6JUN.2023Low-CarbonPlanning低碳规划【修改日期】2023-03-18【中图分类号】X321;TU984.11+3【文献标识码】A【doi】10.11819/cpr20231713a【文章编号】1002-1329(2023)06-0110-11【摘要】县域是新型城镇化发展的“主阵地”,其碳排放总量约占全国50%以上,落实县域城镇减碳增汇任务是实现双碳目标的关键。空间规划是结构调整式减排的重要途径,县域城镇空间低碳规划技术能够完善国土空间低碳规划方法体系,在“十四五”阶段指导城镇低碳建设。本文提出了县域城镇空间低碳规划研究思路及技术路径,从低碳布局、低碳产业、低碳交通、低碳人居和生态绿地五个方面解析低碳规划任务,依托多元回归分析、情景分析、核密度分析、建筑能耗模拟等方法,对应分析低碳规划影响指标、管控要素和碳排放关联机制,以此提出了通用型-地域型县域城镇空间低碳规划技术体系框架,并以长兴县为例进行技术应用。【关键词】空间低碳规划;低碳规划技术;低碳管控要素;县域城镇;“双碳”目标ABSTRACT:Countyisthe“battlefield”forthenewurbanization,andthetotalcarbonemissionsofcountiesaccountformorethan50%inthecountry.Fulfillingthetaskofreducingcarbonemissionsandincreasingthecarbonabsorptioncapacityintheurbanareasofcountiesisthekeytoachievingthedouble-carbongoal.Asanimportantwayofcarbonemissionreductionbystructuraladjustment,thelow-carbonspatialplanningtechnologyintheurbanareasofcountiescanimprovethelow-carbonplanningmethodsysteminterritorialplanning,andguidelow-carbontownconstructioninthe14thFive-YearPlanperiod.Thispaperputsforwardtheresearchideasandtechnicalpathoflow-carbonspatialplanningtechnologyintheurbanareasofcounties,analyzesthelowcarbonplanningtasksfromfiveaspects,i.e.,low-carbonlayout,low-carbonindustry,low-carbontransportation,low-carbonhumansettlements,andecologicalvegetation,andcorrespondinglyanalyzestheimpactindicators,controlfactors,andcarbonemissioncorrelationmechanismoflow-carbonplanning,usingmultipleregressionanalysis,scenarioanalysis,nucleardensityanalysis,buildingenergyconsumptionsimulation,andothermethods.Thus,thepaperproposesthetechnicalsystemframeworkofuniversal-regionallow-carbonspa...
