81/227/INFFor IEC use only2003-07-25INTERNATIONAL ELECTROTECHNICAL COMMISSIONTECHNICAL COMMITTEE No.81:LIGHTNING PROTECTIONTC 81/WG 10 Convenors report(to be discussed under draft agenda item 9 at the forthcoming TC 81 meeting to be held in Palma deMallorca 29th and 30th September 2003)1.GeneralThe task of WG 10 is to prepare IEC 62305-5,which deals with the Lightning protection of services”.The experts nominated to participate in the work of WG 10 are indicated in the Annex 1.2.Date and place of meetingsSince the last plenary meeting of TC 81 held in Firenze WG 10 met on:25/26 April 2002 in Lannion,France 5/6 December 2002 in Oslo,NorwayAttendance:Ahmed Zeddam(France):Lannion and OsloAlain Rousseau(France):LannionBjorn Fossum(Norway):Lannion and Osloistein Skoglund(Norway):Lannion and OsloBoleslaw Kuca(Poland):Lannion and OsloHans-Goran hlin(Sweden):OsloJaakko Annanpalo(FinlandI):OsloJan Ingvald Johansen(Norway):OsloRegarding the membership of WG 10 it can be noticed that there is no people from Power Companies.It willbe interesting to check if the NCs have well understood the scope of WG 10.Further meeting is scheduled for:7/8 October 2003 in Stockholm(Sweden)3.Status of workThe second meeting of WG 10 was devoted to discuss the work program and to clarify the content of IEC62305-5 dealing with the Lightning protection of services regarding the other parts IEC TC 81 Publicationon protection of structures against lightning.During the meeting WG 10 has also discussed its contribution to IEC 62305-2:Lightning protection-Management of risk for structures and services prepared by WG 9.3.1 Remarks on IEC 62305-2 Some comments and amendments of IEC 62305-2 were submitted to the convenor of WG 9;Regarding the risk assessment for services,the proposed methodology applies for all kind of servicesbut if for the telecommunication lines there a good knowledge of the reference configuration,it is notthe case for power lines and pipelines where such reference configuration should be defined precisely.WG 10 has some difficulties to find relevant documents.This problem is accentuated by the absence 2 81/227/INFin WG 10 of specialists from both sides.In any case WG 10 decided to think about the problem inorder to contribute to this subject which concerns also WG 9.Regarding the reference configuration for power lines(which parts of the Power Network should weconsider for the calculation of the risk:Low Voltage only?,Low and Medium Voltage?or the entirenetwork?),the WG 10 agreed to consider the entire network for the risk assessment and proposed afigure as a reference configuration.The same kind of reference configuration should be provided for pipelines installations(figure will beproposed for the next meeting).Contact will be maintained with WG 9 through the Convenor and the Secretary will be informed about theneed to have experts from power and pipelines in WG 10.3.2 Work on IEC 62305-5:Lightning protection-Protection of servicesThe Convenor presented a draft of the structure of IEC 62305-5 dealing with the protection of services.Thisdraft was considered and the following remarks were raised:Suppress the section dealing with coaxial lines because they are included in the telecommunicationslines using metallic conductors.Precise that telecommunications lines using metallic conductor cover the cases of twisted and coaxiallines.Regarding the protective measures,it appears that there are no difficulties to complete the part dealingwith telecommunications lines but,as indicated earlier,the absence in WG 10 of experts of powerlinesand pipelines makes more difficult the knowledge of the relevant documents.Concerning the protection of Pipelines a first research has been carried out by.O.Skoglund near Statoil Company.It appears that the major protective measure is achieved by grounding.B.Fossum will provide some documents related to the lightning induction on pipelines.P.Whelan will make some research regarding the protection of powerlines B.Kuca will have a look on some standards dealing with the problem of protection of powerlines.The work will continue by correspondence in order to produce a first draft containing the part dealing with theprotection of telecommunications lines.For the next meeting the WG 10 will work on the others parts of thestandard on the basis of the documents prepared by each editor.The first draft of IEC 62305-5 has been produced as NP and sent to IEC/TC 81 for its next meeting.4.Forecast work for the futureWG 10 agreed to have its next meeting in Stockholm(Sweden)on October 7-8,2003.The meeting will bedevoted to complete the standard and to analyse the comments related to the NP.This meeting will be held in connection with the CEN/TC 81X-WG1 meeting._
