81/253/INF For IEC use only 2004-08-27 INTERNATIONAL ELECTROTECHNICAL COMMISSION TECHNICAL COMMITTEE No.81:LIGHTNING PROTECTION Liaison with other TC/SC and with others organisations(to be discussed under draft agenda item 11 at forthcoming TC 81 meeting to be held in Seoul 20th and 21st October 2004)1)SC 37 A The report has been prepared by the Liaison Member between SC 37A and TC 81,Mr.Alain ROUSSEAU.Since the last TC81 meeting a few things happened in SC37A:WG5:“Power SPD product testing”:This WG has finalised the second amendment of IEC 61643-1(presently at the FIDS stage)and is now working on the future revision of the standard in order to simplify the use of it as well as to make a clear distinction between mandatory test,optional tests and tests dedicated to one technology only.This new standard will be called IEC 61643-11 according to the publication plan.WG3:“Power SPD application”:This WG is working on the preparation of the Amendment 1.Purpose of A1 is to simplify the text and to be more practical.A 1st CD should be ready before end of the year.A one day meeting has been convened in Regensburg between 37A-64 and 81 in order to solve the coordination problems which have been raised at the TC81 Palma meeting.A conclusion of the meeting is that it is needed to reactivate the joint working group between these 3 committees.It also appears that TC81 has some specific needs such as coordination of SPD in case of surges induced in the loop between the two SPDs which need to be addressed by 37A WG4:“Telecom SPD application”:This WG has finalised an application guide(IEC 61643-22)which has been voted positive at the FDIS stage.2)TC 64 and SC 77B No meetings TC 64/TC 81 has been held since the TC 81 Palma de Mallorca meeting.No new work has been started in TC 64 WG3(WG in charge of matters related to surges).This WG is also in charge of reactivating the JWG between 64-37A and 81.TC 64 wants to introduce EMC in SPD related topics.This is also a job that 37A has started in cooperation with 77B.A new appendix,prepared by SC37A should be included both in 37A and 77B documents to explain difference between immunity and Insulation coordination.This is the result of the Regensburg meeting between 37A and 77B 2 81/253/INF 3)UIT/SG 5 The report has been prepared by the Liaison Member between UIT/SG 5 and TC 81,Mr.Ahmed ZEDDAM.Results during the current Study Period(2000-2004)Since the last meeting of TC81 the SG5 met twice:on January 2004 in Geneva(plenary meeting)and on May 2004 in Lannion(France).Study Group 5(SG5)“Protection against electromagnetic effects”of the ITU-T(International Telecommunication Union-Telecommunication Sector)plans its activity for a Study Period which has duration of four years.During the current Study Period(2001-2004),SG 5 has nominated A.Zeddam as the liaison member between SG 5 and IEC TC 81 and has located the work on lightning protection of telecommunication installations under Question 5“Lightning protection of fixed,mobile and wireless system”.During this period SG5 has approved the following Recommendations related to Q5/5:-Recommendation K.46“Protection of telecommunication lines using paired conductors against lightning induced surges”;-Recommendation K.47“Protection of telecommunication lines using metallic conductors against direct lightning discharges”-Recommendation K.56“Protection of radio base stations against lightning discharges”Recommendations K46 and K47 are based on the previous IEC standard 61663-2.C During the Rapporteurs meeting of ITU-T SG5,held in Lannion on May 2004,the Rapporteur of Q5/5 has sent a liaison statement to IEC TC 81 regarding protection against lightning of telecommunication lines using metallic conductors.In this liaison statement SG5 indicated that he has considered the draft of IEC 62305-2 standard(81/241/CDV).Therefore IEC TC 81 is invited to bring IEC 62305-2 into line with IEC 61663-2 which SG5 has used as reference document of Recommendations K.46 and K.47 or to make reference to Recommendations K.46 and K.47.In fact this ITU-T meeting has also decided to edit,during the next Study Period 2005-2008,a new Chapter of our Lighting Handbook where the rationale used to build the two Recommendations K.46 and 47 should be reported.Then the revision of Recommendations K.46 and K.47 will make reference to this new Lightning Handbook Chapter instead to IEC 61663-2 standard.Work program for the next Study Period(2004-2005)A restructuration of the Study Groups of ITU-T will be proposed during the next World Telecommunications Standardization Assembly(WTSA-04)due to be held in Florianopolis,Brazil on October 2004.SG5 will probably still exist as entire Study Group and its scope will not be changed.The work program of SG5 has been prepared during the last plenary meeting held in Geneva on January 2004.Regarding lightning protection a new Question E/5 has been proposed as continuation of the previous Q5/5.The work program of QE/5 is dealing with the revisi
