81/224/INFFor IEC use only2003-07-25INTERNATIONAL ELECTROTECHNICAL COMMISSIONTECHNICAL COMMITTEE No.81:LIGHTNING PROTECTIONTC 81/WG 3 Convenors report(to be discussed under draft agenda item 6 at the forthcoming TC 81 meeting to be held in Palma deMallorca 29th and 30th September 2003)Development of the new draft for 62305-4 distributed as 81/212/CDGeneral remarksWG3 stated,that the“Lightning Protection Zone Concept”protecting against LEMP is the basis forsystems protecting structures containing electrical and electronic systems.The threat due to LEMPdoes include:Flashes direct or nearby to structures as well as to incoming lines resulting in(partial)lightning currents,induced or conducted surges and(electro-)magnetic fields.Therefore the protection measures to be considered in IEC 62305-4 are:Earthing and bonding(including external LPS or external spatial shield LPZ 1,earth terminationsystem and a meshed bonding network)magnetic shielding and line routing(including:spatial shielding,shielding of internal lines,routing of internal lines,shielding of external lines)surge protective device systems.WG3 discussed and pointed out,that for all parts of IEC 62305 it is necessary to coordinate theircontent.Especially the“Risk standard”(IEC 62305-2)must be extended to handle and validateevery protection measure,defined in the“protection standards”(IEC 62305-3,-4,-5),especiallythose in IEC 62305-4.Time table2002-10-23In the WG3 meeting in Beijing,the the actual WG3 draft was discussed consideringalso two other drafts of secretary.Further the comments of NCs to 81/191/NP aslisted in 81/201/RVN were discussed.WG3 asked the convenor to prepare a newdraft of IEC 62305-4 including all the decisions made in the WG3 meeting.2002-11-01The secretary sent a proposal for next draft to convenor2002-12-19 The convenor elaborated a new WG3 draft based on the decisions of WG3 and sentit to the secretary for agreement.2003-01-02 The secretary elaborated a completely redrafted version and sent it to the convenor.2003-02-09WG3 decided in agreement with the secretary,to ask the convenor to prepare nextdraft based on the WG3 version from 2002-12-19,but integrating all comments ofWG3 members and as far as possible the suggestions of the secretary.2 81/224/INF2003-02-28The convenor sent the new WG3 draft to be published as CD together with allcollected comments(showing a broad common agreement in WG3)to the secretaryand to all WG3 members.2003-03-10The secretary revised the WG3 version editorially and technically and sent it to COfor publication.2003-03-14 The CO published 81/212/CD(IEC 62305-4)2003-06-20 Closing date for comments on 81/212/CDMeetings of WG3 since last convenors report2002-10-23Meeting of WG3 held in Beijing to prepare 81/122/CD.Next meeting is:2003-07-14Meeting of WG3 scheduled in Rome to discuss the NC comments on 81/212/CD tobe integrated in the future CDV of IEC 62305-4._
