Yettobesuccessful,comprehensiveimmigrationreformmustalsoaccomplishfourothercriticalgoals.Weneedatemporaryworkerprogramthatwillcreatealegalandorderlypathforforeignworkerstoenterourcountrytoworkonatemporarybasis.Thisprogramwilladdtooursecuritybyhelpingusknowwhoisinourcountryandwhytheyarehere.Andbyreducingpressureonourborder,itwillfreeupourBorderPatroltofocusonmakingsurewestopterrorists,violentcriminals,anddrugsmugglersfromenteringourcountry. WeneedtoenforceourimmigrationlawsatourNation''''sworksites.Toenforcethelaw,wehavelaunchedraidsonbusinessesthatknowinglyhireillegalimmigrants.Wearefilingcriminalchargesagainsttheseemployers,andweareprosecutingthemtothefullestextentofthelaw. Tohelphonestbusinessesfollowthelaw,Iproposemoreeffectivetoolstoverifythelegalstatusofworkers.Thesetoolsshouldincludeatamper-proofidentificationcardforlegalforeignworkers.Bytakingthesesteps,wewillmakeiteasierforbusinessestoobeythelawandleavethemnoexcuseforviolatingit. Weneedtoresolvethestatusofillegalimmigrantswhoarealreadyhere.Theyshouldnotbegivenanautomaticpathtocitizenship.Thisisamnesty,andIopposeit.Amnestywouldbeunfairtothosewhoareherelawfully,anditwouldinvitefurtherwavesofillegalimmigration.Wewillfindarationalmiddlegroundbetweenautomaticcitizenshipforillegalimmigrantsandmassdeportationsofpeoplewho''''vebeenlivinghereformanyyearswithjobs,families,anddeeprootsinourcountry.
