Designation:E2844151Standard Specification forDemonstrating That a Buildings Location Provides Accessto Public Transit1This standard is issued under the fixed designation E2844;the number immediately following the designation indicates the year oforiginal adoption or,in the case of revision, the year of last revision.A number in parentheses indicates the year of last reapproval.Asuperscript epsilon()indicates an editorial change since the last revision or reapproval.1NOTEKeywords in Section 7 were corrected editorially in September 2015.1.Scope1.1 This specification provides requirements for demon-strating that a buildings location provides a minimal level ofaccess to public transit such that building occupants can rely onpublic transit to travel to places of employment and to runtypical errands.1.2 This specification addresses a single indicator regardingthe environmental performance related to a buildings location. It provides one option for evaluating whether a building islocated in such a way as to minimize the impacts associatedwith occupants travel.NOTE1The indicator in and of itself is insufficient to imply any levelof“sustainability”for the building or the neighborhood.Similarly, abuildings failure to meet this specification does not necessarily signify alack of sustainability.Other indicators may be more appropriate for thatbuilding or region;those indicators are outside the scope of this specifi-cation.1.3 The values stated in inch-pound units are to be regardedas standard. The values given in parentheses are mathematicalconversions to SI units that are provided for information onlyand are not considered standard.1.4 This standard does not purport to address all of thesafety concerns,if any, associated with its use.It is theresponsibility of the user of this standard to establish appro-priate safety and health practices and determine the applica-bility of regulatory limitations prior to use.2.Referenced Documents2.1 ASTM Standards:2E631 location, nclosest point for the public toboard a transit vehicle on a given route.3.2.2 headway, ntime interval between public transit ve-hicles moving in the same direction on a particular route.3.2.2.1 DiscussionIf multiple routes at a given stop share60%or more of their route, they can be viewed as the sameroute for purposes of calculating headways.3.2.3 local transit, npublic transit that meets one or bothof the following characteristics:(1)operates within the sameright-of-way as automobile traffic or(2)the distance betweenits access locations averages less than 1/3 mile(0.5 km).3.2.3.1 DiscussionTransit types that typically meet thisdefinition include local bus and streetcar.3.2.4 off-peak hours, nall hours that are not peak hours.3.2.5 peak hours, nhour(s)of greatest commuting in theregion in the morning and evening as identified by the localjurisdiction.3.2.6 public transit, ntransportation by a land, aerial, orwater conveyance that provides to the public regular andcontinuing transportation over fixed routes but does not includeprivate shuttle, school or charter bus,or intracity transportationsuch as a taxi.3.2.7 rapid transit, npublic transit that has both of thefollowing characteristics:(1)it operates within a dedicatedright-of-way and(2)the average distance between its accesslocations is greater than 1/3 mile(0.5 km).3.2.7.1 DiscussionTransit types that typically meet thisdefinition include bus rapid transit, light rail, heavy or passen-ger rail, and ferry service.1This specification is under the jurisdiction of ASTM Committee E60 onSustainability and is the direct responsibility of Subcommittee E60.01 on Buildingsand Construction.Current edition approved Aug.1,2015.Published August 2015.DOI:10.1520/E2844-15E01.2For referenced ASTM standards, visit decision-making process for selection of a building site that providesopportunities for occupants to use public transit.4.2 Locating a building near public transit provides accessto transportation or transportation alternatives to the users ofthe building and, thus, has the potential to reduce vehicle milestraveled and the pollution attributable to automobile travel.4.3 The users of this specification include developers, planners, building owners, engineers, architects, landscapearchitects, and
