Designation:D 3046 96Standard Specification forPowdered Hand Cleaner(Soap with Borax)1This standard is issued under the fixed designation D 3046;the number immediately following the designation indicates the year oforiginal adoption or,in the case of revision,the year of last revision.A number in parentheses indicates the year of last reapproval.Asuperscript epsilon(e)indicates an editorial change since the last revision or reapproval.1.Scope1.1 This specification covers a powdered hand cleaner foruse in washroom dispensers.This cleaner is suitable forremoving heavy occupational oils such as oils and greases.Two types of hand cleaners are covered:1.1.1 Type ASoap and borax without lanolin.1.1.2 Type BSoap and borax with lanolin.1.2 The values stated in SI units are to be regarded in place of the technically correct term“mass.”3.2 Fineness of Borax in Hand Cleaner(Type B only)Theborax in that portion of the hand cleaner passing through a No.30 U.S.Sieve and retained on a No.40 U.S.Sieve shall notexceed 1.0 g borax in 100 g of total product as received.Theborax in that part of the product passing through a No.40 U.S.Sieve and retained on a No.200 U.S.Sieve shall meet orexceed 75 g in 100 g of total product as received.4.Basis of Purchase4.1 The hand cleaner shall be purchased on the basis of netweight.5.General Requirements5.1 The hand cleaner shall be a free-flowing powder ofuniform composition and color.It shall be a mixture of ahigh-grade thoroughly saponified soda soap and borax.Thehand cleaner shall be uncolored or tinted in pastel shades.Itshall be mildly perfumed or unperfumed,as specified.It shalllather and rinse freely at room temperature 20 6 2C(6863.6F)in water that has a hardness of 300 6 20 ppm as calciumcarbonate.It shall not cake,change color,or develop an odorwhen stored for 6 months within the temperature range from 10to 37.8C(50 to 100F).5.2 Prior to production,the supplier shall furnish the pur-chaser with a sample of hand cleaner upon which the supplierand purchaser shall agree as meeting the general requirementsin 5.1.Subsequent shipments shall be identical to the abovegeneral requirement sample.6.Methods of Sampling and Analysis6.1 The hand cleaner shall be sampled and analyzed inaccordance with Test Methods D 460.6.2 Make the sieve analysis in accordance with Test MethodD 502.6.3 The purchaser reserves
