Designation:D3423/D3423M15Standard Practice forApplication of Emulsified Coal-Tar Pitch(Mineral ColloidType)1This standard is issued under the fixed designation D3423/D3423M;the number immediately following the designation indicates theyear of original adoption or,in the case of revision,the year of last revision.A number in parentheses indicates the year of lastreapproval.A superscript epsilon()indicates an editorial change since the last revision or reapproval.1.Scope1.1 This practice covers the application of mineral-colloid-stabilized,emulsified coal-tar pitch meeting the requirementsof Specification D5727/D5727M,as a weather protection andaliphatic-solvent-resistant sealer for use on bituminous pave-ments of airports,parking lots,and driveways.1.2 The values stated in either SI units or inch-pound unitsare to be regarded separately as standard.The values stated ineach system may not be exact equivalents;therefore,eachsystem shall be used independently of the other.Combiningvalues from the two systems may result in non-conformancewith the standard.1.3 This standard does not purport to address all of thesafety concerns,if any,associated with its use.It is theresponsibility of the user of this standard to establish appro-priate safety and health practices and determine the applica-bility of regulatory limitations prior to use.2.Referenced Documents2.1 ASTM Standards:2D5727/D5727M Specification for Emulsified Refined CoalTar(Mineral Colloid Type)3.Preparation of Surface3.1 Old Asphalt Surfaces(those which have weathered overa change of seasons):3.1.1 Repair and patch all pavement defects.If a solventcontaining cold-applied material is used,this should be done aminimum of 90 days prior to the planned application of thesealer to permit solvent escape before sealing.3.1.2 Thoroughly inspect the pavement surface for minorcracks or other imperfections.Ignore hairline cracks.Openminor cracks(less than 12.7 mm 12in.)to a minimum depthand width of 12.7 mm and fill with a crack filler approved bythe manufacturer of the sealer.Wider cracks,along with soft orsunken spots,indicate that the pavement or the pavement baseshould be repaired or replaced.3.1.3 Treat old,badly oxidized asphalt pavement or asphaltpavement that has lost binder by erosion leaving exposedaggregate with a prime coat recommended by the sealermanufacturer after all loose aggregate is removed.This primecoat is to dry thoroughly before proceeding.3.1.4 Immediately prior to application of the sealer,cleanthe surface of all loose dust,dirt,leaves,and other foreignmaterials by sweeping,by flushing well with water,or acombination of both.3.1.5 Remove oil or grease that has not penetrated theasphalt pavement by scrubbing with a detergent until a water-break-free surface is obtained after thorough flushing withclear water.If cleaning is unable to produce a true“water-break-free”surface,and the size of the unsatisfactory area istoo small to warrant replacement as described in 3.1.1,thequestionable area should be treated with a spot sealer as per thepavement sealer manufacturers recommendation.Do not useonly solvents to remove oil or grease as the solvents may affectadhesion of the sealer.3.1.6 Remove and patch pavement that has been penetratedby oil and grease in accordance with the precautions describedin 3.1.1 if a cold patch is required.3.1.7 Treat old parking and traffic control lines with a primecoat.If control lines are excessively built-up from multipleapplications,abrade to the pavement surface before applicationof the prime coat.3.2 New Asphalt Surfaces:3.2.1 Allow conventional hot-mix asphalt surfaces to age aminimum of 30 days prior to the application of the sealer.3.2.2 Before application of sealer over a pavement con-structed by the use of solvent-containing cold-mix asphalt,agethe pavement a minimum of 90 days.A careful review andinspection of the pavement should be made by the supplier toensure that all solvents have escaped prior to application of thesealer.3.2.3 Extend the curing period for new asphalt surfacesduring cool or cold weather.1This practice is under the jurisdiction ofASTM Committee D08 on Roofing andWaterproofing and is the direct responsibility of Subcommittee D08.09 on Bitumi-nous Emulsions.Current edition approved Nov.1,2015.Published November 2015.Originallyapproved in 1975.Last previous edition approved in 2011 as D3423/D3423M 84(2011)1.DOI:10.1520/D3423_D3423M-15.2For referenced ASTM standards,visit the ASTM website,www.astm.org,orcontact ASTM Customer Service at serviceastm.org.For Annual Book of ASTMStandards volume information,refer to the standards Document Summary page onthe ASTM website.Copyright ASTM International,100 Barr Harbor Drive,PO Box C700,West Conshohocken,PA 19428-2959.United States1 3.2.4 The surface should be clean and free from oil andgrease(see 3.1.4,3.1.5,and 3.1.6).4.Preparation of Emulsion4.1 Stir the emulsion to a uniform consistency prior to use.Mechanical mixing is preferred as it will lessen th
