Designation:D703612Standard Practice forCompetence of Air Emission Testing Bodies1This standard is issued under the fixed designation D7036;the number immediately following the designation indicates the year oforiginal adoption or,in the case of revision,the year of last revision.A number in parentheses indicates the year of last reapproval.Asuperscript epsilon()indicates an editorial change since the last revision or reapproval.1.Scope1.1 This Practice specifies the general requirements for thecompetence to carry out sampling and analysis for air emis-sions tests of stationary sources.It covers testing and calibra-tion performed using standard methods,non-standard methodsand methods developed by the AETB.1.2 This Practice is applicable to all bodies engaged in airemission testing regardless of the number of personnel or thescope of testing activities.When an AETB does not undertakeone or more of the activities covered by the Practice such asdeveloping test methods,the requirements of those clauses donot apply.1.3 The notes given provide clarification of text,examples,and guidance.The notes do not contain requirements and donot form an integral part of this Practice.NOTE1ISO/IEC 17025 has been considered when elaborating thisPractice.Several,but not all,statements of this Practice are consistentwith ISO 17025:2005.NOTE2This Practice is a specification for competence.It does notaddress accreditation or any activities specific to accreditation such ason-site inspections/audits by external assessors or proficiency testing.2.Referenced Documents2.1 Definitions:3.1.1 air emission testingthe direct testing of emissions tothe atmosphere from stationary sources by sampling,measurement,and analysis including determination of therelative accuracy and QA/QC auditing of continuous monitor-ing systems.This definition excludes fuel sampling,visibleemission evaluations,and daily operation and maintenance ofcontinuous monitoring systems.3.1.2 air emission testing body(AETB)a company orother entity that conducts Air Emission Testing.3.1.3 approved test protocola statement,approved by therelevant regulatory authority or other receiving party,of theobjectives of a specific test program and the test methods(anddeviations)to be used to achieve those objectives.Alsoreferred to as“sampling plan”or“test plan.”3.1.4 competencefor an AETB,competence is the abilityto consistently produce acceptable data of known and docu-mented quality.An AETB shall be considered competent if ithas in place and continually operates under a Quality Systemmeeting the requirements of this Practice.3.1.5 external qualification exama Qualification Exammeeting the requirements of 6.2.3.6 and administered by anIndependent Proctor.In addition,an External QualificationExam must be:(1)approved with regard to content and formatby a Qualification Exam Provider.This test will be adminis-tered in accordance with rules established by the Provider;and(2)administered and scored by an Independent Proctor.3.1.6 independent proctora person not employed by orassociated with the AETB who oversees the administration ofthe External Qualification Exam according to the the rulesestablished by the qualification exam provider.3.1.7 internal qualification exama Qualification Exammeeting the requirements of 6.2.3.4 and administered by theAETB.3.1.8 known and documented qualityfor the purposes ofthis Practice,data will be of known and documented quality ifcollected under a Quality System meeting the requirements ofthis Practice(including adherence to approved test protocolsand deviations).3.1.9 performance datadata generated and/or collected bythe AETB indicating conformance with customer and regula-tory requirements and with the requirements of this Practice.Such data may include feedback from regulatory agencyobservers,customers,internal and external audit results,resultsfrom participation in
