Designation:D7534/D7534M09StandardPractice forMinimum Geospatial Data for Abandoned Mine LandPlanning Unit1This standard is issued under the fixed designation D7534/D7534M;the number immediately following the designation indicates theyear of original adoption or,in the case of revision,the year of last revision.A number in parentheses indicates the year of lastreapproval.A superscript epsilon()indicates an editorial change since the last revision or reapproval.1.Scope1.1 This practice covers the minimum elements for theaccurate description of geospatial data for defining an Aban-doned Mine Land Inventory System(AMLIS)Planning Unit(PU).1.1.1 This practice addresses mining geospatial data relativeto the Surface Mining Control and Reclamation Act of 1977(SMCRA).2This geospatial data shall be obtained from eachstate,tribal,or federal(or combinations thereof)coal miningregulatory authority(RA)authorized under SMCRAto reclaimthe surface and underground effects of past mining operations.Abandoned mine land(AML),as specified in SMCRA Sec-tions 404(coal),409 and 411(non-coal)and cross referencedin additional sections on eligible lands,consists of those landsand waters which were mined for coal or other minerals(orboth),or impacted by processing operations prior to enactmentof the SMCRA and abandoned or left in an inadequate state ofreclamation and for which there is no continuing reclamationresponsibility under state or other federal laws for mitigation ofadverse impacts to human health and safety or environmentalresources.1.1.2 Title IV of the SMCRA establishes the national AMLReclamation Program under the Office of Surface MiningReclamation and Enforcement(OSMRE),U.S.Department ofthe Interior.The program was developed to reclaim land andwater resources adversely affected by past coal mining and leftabandoned or inadequately restored.During the years imme-diately following enactment of the SMCRA,OSMRE,states,and NativeAmerican tribes conducted surveys of eligible landsand waters and created individual inventories of problems to beaddressed under Title IV.In 1990 SMCRA was amended andOSMRE was required to maintain a national inventory of highpriority abandoned coal sites and provide standardized proce-dures for states and tribes to use in updating the data.The needfor an automated nationwide inventory led to the creation ofthe national AMLIS,a compilation of the individual state,tribe,Federal Reclamation Program(FRP),and Rural Aban-doned Mine Program(RAMP)inventories.The AMLIS docu-ments the estimated unfunded costs to remedy AML problems,records when funding is made available for a problem area,andcaptures costs for completed constructed projects.It is used torecord the work completed under each individual AML pro-gram and report the extent and cost of AML problemsremaining.1.1.3 Each state has been divided into Water CatalogingUnits(WCU)by the U.S.Water Resources Council.Theseappear in the states Hydrologic Unit Map prepared by the U.S.Department of the Interior,U.S.Geological Survey,in coop-eration with the Water Resources Council.The WCU aredivided and sub-divided into successively smaller hydrologicunits,which are classified into four levels:regions,sub-regions,accounting units,and cataloging units.The hydrologicunits are arranged within each other,from the smallest(cata-loging units)to the largest(regions).Each hydrologic unit isidentified by a unique Hydrologic Unit Code(HUC)consistingof two to eight digits based on the four levels of classificationin the hydrologic unit system.31.1.4 As used in this practice,an AML PU represents aclosed polygon that defines the boundary of a uniquely definedgeographic area contained within a WCU.The entire WCUmay be delineated as a single PU or subdivided into multiplePUs.In general,PUs east of the Mississippi River havehistorically corresponded to watersheds;PUs west of theMississippi River have been defined in a number of ways,including quadrangles,grazing districts,townships,counties,or entire WCU.41.2 This practice applies to pre-SMCRAAMLPUs that maycontain problem areas and prioritized problem types that areinventoried in the AMLIS under the SMCRA Title IV Reau-thorization to provide for identification and management ofAMLsites and reclamation operations and facilitate the sharingof information with the public.1This practice is under the jurisdiction of ASTM Committee D18 on Soil andRock and is the direct responsibility of Subcommittee D18.01 on Surface andSubsurface Characterization.Current edition approved July 1,2009.Published July 2009.DOI:10.1520/D7534_D7534M-09.2Public Law 95-87,the Surface Mining Control and Reclamation Act of 1977(SMCRA),passed August 3,1977,as amended.3Available from the U.S.Department of the Interior,U.S.Geological Survey,http:/water.usgs.gov/GIS/huc.html.4As described in the Abandoned Mine Land Inventory Manual,available fromU.S.Department of the Interior,Office of Surface Mining Reclamation andEnforcement.Copyright ASTM International,100 Bar
