Designation:D8408/D8408M21Standard Guide forDevelopment of Long-Term Monitoring Plans for VaporMitigation Systems1This standard is issued under the fixed designation D8408/D8408M;the number immediately following the designation indicates theyear of original adoption or,in the case of revision,the year of last revision.A number in parentheses indicates the year of lastreapproval.A superscript epsilon()indicates an editorial change since the last revision or reapproval.1.Scope1.1 This guide presents factors to consider when developingLong-Term Monitoring(LTM)Plans for monitoring the per-formance of both active and passive vapor mitigation systemsin buildings.This guide will also assist in developing appro-priate performance standards to make sure that vapor mitiga-tion systems remain protective of human health.Active andpassive vapor mitigation systems have been used for a numberof years on contaminated properties where residual volatilecontaminants remain in the ground.This guide discusses avariety of vapor mitigations systems;however,its focus is onthe development of long-term monitoring plans for vapormitigation systems that are designed to remain in place formultiple years.1.2 A LTM Plan provides clear performance goals for avapor mitigation system which help to reduce potential confu-sion and ineffective project management.The LTM Plan alsodefines performance monitoring time frames to efficiently testthe vapor mitigation systems effectiveness without unneces-sary and costly over-testing.This will also promote consistentmonitoring.Vapor mitigation systems are often installed with-out adequate consideration of the long-term monitoring re-quirements necessary to make sure that they remain protectiveof human health for as long as the system remains in place.This guidance addresses the requirements of the LTM Plan tomonitor a vapor mitigation systems continued effectiveness.Installation verification that the vapor mitigation system wasinstalled correctly is typically addressed in the RemedialDesign stage of a contaminated Property Management and isnot covered in this document.1.3 LTM Plan limitations,constraints and potential sourcesof error are discussed in this standard.This guide does notendorse a mitigation system vendor or testing of vapor miti-gation systems.However,this guide does provide a referencefor the common procedures for testing vapor mitigation sys-tems and related terms,as appropriate.1.4 UnitsThe values stated in either International System(SI)units or English units are to be regarded separately asstandard.The values stated in each system may not be exactequivalents;therefore,each system shall be used independentlyof the other.Combining values from the two systems mayresult in nonconformance with the standard.Reporting of testresults in units other than SI shall not be regarded as noncon-formance with this standard.The values given in parenthesesare provided for informational purposes only and are notconsidered standard.1.5 All observed and calculated values shall conform to theguidelines for significant digits and rounding established inPractice D6026.For purposes of comparing a measured orcalculated value(s)with specified limits,the measured orcalculated value(s)shall be rounded to the nearest decimal ofsignificant digits in the specified limit.1.6 This guide offers an organized collection of informationor a series of options and does not recommend a specific courseof action.This document cannot replace education or experi-ence and should be used in conjunction with professionaljudgment.Not all aspects of this guide may be applicable in allcircumstances.This ASTM standard is not intended to repre-sent or replace the standard of care by which the adequacy ofa
