Designation:E 2318 03Standard Guide forEnvironmental Health Site Assessment Process for MilitaryDeployments1This standard is issued under the fixed designation E 2318;the number immediately following the designation indicates the year oforiginal adoption or,in the case of revision, the year of last revision.A number in parentheses indicates the year of last reapproval.Asuperscript epsilon(e)indicates an editorial change since the last revision or reapproval.1.Scope1.1 PurposeThe purpose of this guide is to describe ascientific methodology for conducting environmental healthsite assessments(EHSAs)for military deployments.EHSAsare prepared to evaluate potential environmental exposures thatmay impact the health of deployed personnel as directed byPresidential Review Directive 5;Chairman,Joint Chiefs ofStaff memorandum MCM-0006-02;and Department of De-fense Instruction 6490.3.This guide is intended to assist theuser in developing conceptual site models(CSMs)for deploy-ment sites.CSMs are used to define the exposure pathways. The exposure pathways assist in the evaluation of potentialhealth impacts. The goal of this guide is to identify completeand potentially complete exposure pathways that may affect thehealth of deployed personnel.1.2 This guide provides a series of steps designed to obtainsufficient information to evaluate potential environmental ex-posures that may affect the health of deployed personnel. It ismost applicable when only a limited amount of informationabout the deployment area is available. If it becomes apparentto the environmental health professional in predeploymentplanning activities that sufficient information exists to evaluatethe health significance of potential environmental exposures, itwill not be necessary to complete the data collection activitiesdescribed in this process. In this event, the environmentalhealth professional will document their justification for notcompleting the data collection activities. An obvious examplewould be deployment to a major city in a developed county.1.3 Information generated by this process will be used forenvironmental health risk assessments.Environmental healthrisk assessments are beyond the scope of this guide.1.4 This standard does not purport to address all of thesafety concerns,if any, associated with its use.It is theresponsibility of the user of this standard to establish appro-priate safety and health practices and determine the applica-bility of regulatory requirements prior to use.2.Referenced Documents2.1DoD References:2Presidential Review Directive
