Designation:E 2000 02Standard Guide forMinimum Basic Education and Training of IndividualsInvolved in the Detection of Deception(PDD)1This standard is issued under the fixed designation E 2000;the number immediately following the designation indicates the year oforiginal adoption or,in the case of revision,the year of last revision.A number in parentheses indicates the year of last reapproval.Asuperscript epsilon(e)indicates an editorial change since the last revision or reapproval.1.Scope1.1 This guide covers the minimum basic education andtraining required for an individual involved in the psychologi-cal detection of deception in using instruments which measurephysiological responses in the areas of breathing or respiration,changes in electrodermal activity,and changes in pulse rate andrelative blood pressure.1.2 For additional standards promulgated by ASTM Com-mittee,see Practice E 1954.2.Referenced Documents2.1 ASTM Standards:E 1954 Practice for Conduct of Research in Psychophysi-ological Detection of Deception(Polygraph)23.Significance and Use3.1 This practice is intended for use by any individual whenreasonably expected to be the subject of litigation.The intent ofthis guide is to set forth the minimum requirements foreducation and training of an individual who administerspsychophysiological examinations,and who renders an opin-ion as to attempted deception or truthfulness of a subject whohas been tested.3.2 Since polygraph standards have changed during theperiod from 1966 to January 1998,and the standards hereinrepresent the current industry standards,individuals who candocument that they were trained at a polygraph school whichwas fully accredited by the American Polygraph Associationprior to January 1998,shall be deemed to have met theminimum professional standards for polygraph examiner train-ing at the time they received their initial basic polygraphtraining.3.3 Individuals who received basic polygraph training priorto January 1998 at a polygraph training school which was notfully accredited by the American Polygraph Association stan-dards may be qualified,providing they can document that theirbasic polygraph training was substantially equivalent in lengthand curriculum as required for American Polygraph Associa-tion polygraph school accreditation.4.Minimum Requirements for Basic PolygraphEducation and Training4.1 Facility:4.1.1 The training facility must be licensed or recognized,orboth,and approved by the appropriate state,county,or munici-pal licensing authority,or both,wherein such authority exists.In addition,the facility must be approved by local agenciessuch as zoning,fire department inspection,health department,and have the local licenses or certification,or both,to operatesuch a school wherein such authority exists.4.1.2 The facility housing the polygraph school must reflectan operation which provides a proper educational environmentwhich should include,as a minimum,the following:4.1.2.1 Controlled access to and from the classroom instruc-tion and supervision areas.4.1.2.2 Adequate and regulated heating,cooling,and light-ing of all classroom/instructional student work areas.4.1.2.3 Isolated and controlled facilities for student testing.4.1.2.4 A classroom setting sufficient in size with availablespace for lectures/demonstrations for all enrolled students.4.2 Instructional Aids,Supplies and Equipment4.2.1 The polygraph school shall maintain a library withreference sources available to students that includes as aminimum:4.2.1.1 The journal Polygraph published by the AmericanPolygraph Association for at least the last 3 years.4.2.1.2 Professional practitioner journals which relate to theapplication of polygraph sciences for at least the last 3 years.4.2.1.3 Research articles or journals,or both,containingpublished research that document validity,reliability,andprocedural data pertinent to the polygraph profession.4.2.1.4 Reference and resource materials pertaining to psy-chology,physiology,psychophysiology,interviewing,interro-gation,and the law as it relates to polygraph.4.2.1.5 Polygraph texts and publications recognized withinthe polygraph profession for historical or contemporary con-tributions.4.2.1.6 A school may satisfy the requirements above byproviding students with official access to technical libraries that1This guide is under the jurisdiction of Committee E 52 on Forensic Psycho-physiology and is the direct responsibility of Subcommittee E 52.04 on Examiner,Education and Training.Current edition approved July 10,2002.September 2002.Originally published asE 200098.Last previous edition E 200098.2Annual Book of ASTM Standards,Vol 14.02.1Copyright ASTM International,100 Barr Harbor Drive,PO Box C700,West Conshohocken,PA 19428-2959,United States.maintain said publications.4.2.2 The school should have sufficient teaching aids andsupplies available on site to effectively present the instructionalmaterials to all students enrolled.4.3 The polygraph course of instruction must meet one o
