appropriate to add supplementaryrequirements(see Section B24 of Form and Style for ASTMStandards)2to ASTM standards so that they can be useddirectly in government3procurement,to offer different Use4.1 This guide is intended to provide direction for ASTMtechnical committees that have been asked by governmentmembers of a committee to include special user requirements.Guidance is given on what types of special user requirementsare often needed by the government,whether it is appropriateto include them as supplementary requirements to an ASTMstandard,and the selection of different format approaches forincluding supplementary requirements.4.2 OMB Circular A-119 establishes government policy forall federal agencies to use non-government standards in pref-erence to government specifications and standards wheneverfeasible and consistent with law.Part 10 of the FederalAcquisition Regulation also requires federal agencies to usenon-government standards in preference to government prod-uct descriptions in procurement,unless the non-governmentstandard does not meet the governments needs or its use isinconsistent with law.4.3 An impediment to implementing fully the federal poli-cies on the use of non-government standards is that non-government standards do not always include all of the require-ments essential for government procurement.Adding theserequirements(or referencing them)can permit the direct use ofnon-government standards in procurement and eliminate theneed to develop and maintain supplementary governmentspecifications and standards.4.4 The purpose behind federal policies using non-government standards is a significant point that ASTM techni-cal committees should understand.They are intended topromote greater use of commercial products and processeswithin the federal government,thereby reducing costs,short-ening acquisition schedules,taking advantage of the latesttechnological developments,minimizing risks,and fostering astronger national industrial base.Most supplementary require-ments needed by the government involve packaging,marking,additional or specialized testing,quality,reliability,and otherrequirements that may not be applicable to most users,butwhich can be met by commercial products or processes.Ifrequirements cannot be met by commercial products or pro-cesses,the technical committee may want to challenge theirinclusion in the ASTM standard and recommend a supplemen-tary government specification or standard.5.Procedure5.1 Initial Considerations:1This guide is under the
