Petroleum Institute Aviation Technical Services Sub-Committee,is intended to provide the industry withcomprehensive specifications and qualification test procedures for filter monitors with absorbent type elementssuitable for use in aviation fuel handling systems.These specifications are for the convenience of purchasers in ordering,and manufacturers in fabricating,filtermonitor vessels and elements of the absorbent type.They are not in any way intended to prohibit either the purchaseor manufacture of filter monitors meeting other requirements.Any manufacturer wishing to offer filter monitors conforming to these specifications is responsible forcomplying with all the mandatory provisions of these specifications,plus any optional provisions requested by thepurchaser.The purchaser may make any investigations considered necessary to confirm that the manufacturer hasconformed to these specifications.The purchaser is recommended to exercise this right by inspecting equipmentindependently of any supervisory inspection furnished by the manufacturer.Once vessel and element approvals have been granted by a purchaser,no design or materials changes are tobe made by the manufacturer without first seeking the purchasers prior approval.The purchaser will then have theright to insist on a partial or complete retest of the filter monitor by the manufacturer to confirm its performancestill complies with these specifications.Purchasers may also request partial or complete retests should they havereasonable grounds for believing the performance of filter monitor elements has deteriorated from the original teststandard.It is anticipated that purchasers may wish to install absorbent type filter monitor elements in vessels originallydesigned for use with other types of elements.In these cases the element specification and performancerequirements of this publication may be used for the purchase of elements without a new filter monitor vessel.Note that this is the third edition of this specification.The first edition published in 1987 and the second in1995 are no longer applicable.In the course of developing this edition of the specification,alignment with other aviation filtrationspecifications has been the main driver.The need for improved element performance was not a major concernwithin the industry except in one particular low flow application,now covered by Run 12 compliance.Rig tests ofelements meeting second edition requirements using the third edition protocols contained herein have shown thatthere is equivalence in performance demands between this and the previous edition.It is therefore anticipated thatprovided the product complies with the requirements of Run 12,second edition equipment covered by thisspecification may remain approved subject to the purchasers agreement and rights described above.Although it is hoped and anticipated that this publication will assist both the manufacturers
