摘要
现在,中国经济发展已经进入到了新时期,此时发展速度进一步降低,而财政收入增速也发生转变。在这一过程中,城镇化发展持续提速,因此在公共基础设施方面的投资需求日益增长,在地方政府背负巨额债务、“土地财政”无法持续的环境中,为有效降低政府财政压力,发展新的融资渠道,政府于2013年十八届三中全会提出了 “允许社会资本通过特许经营等方式参与城市基础设施投资和运营”,自此 PPP 模式在我国基础设施和公用事业领域全面铺开。PPP项目都是地方重点的民生项目,项目建设的好坏关系到地方经济发展及当地生态环境,与人民生活息息相关。PPP项目全过程造价管控对项目建设成本、投资收益及地方政府财政负担有重要影响。然而相关企业在PPP项目管控中,投资无法得到控制,不仅让地方政府面临财政巨大支出,企业投资收益也面临风险,暴露了PPP项目造价管理的盲区和不足。
PPP 项目通常具有资额大、投资周期长、单一性强、政府和社会资本方各司其职的特点,针对ppp项目开展全环节的造价控制与管理,与以往的建设项目相较而言,其复杂性更为突出,要求更加系统、全面的控制与管理,在此基础上作为各个阶段的实施重点。对于PPP项目,政府方的介入对项目造价管控要求更高,社会资本方和政府方是否有效的协作,决定了造价管理的工作的效益,在项目造价管理过程中要避免技术与经济的脱钩,对工程项目交叉导致的造价管理问题给予足够的重视,为PPP项目造价管理提供有力的条件。
本文首先采用理论分析法阐述 PPP 模式及项目全过程造价管理的理论,为PPP 项目的全过程造价管理分析做基础。同时通过文献综述法研究分析现阶段发达国家造价管理发展现状以及我国工程造价管理的具体情况,重点对PPP项目全过程造价管理各阶段管理理论进行剖析,总结PPP项目全过程造价管理各阶段控制重点。再以本文作者亲自参与管理以PPP模式实施的S市政工程项目为列,重点通过分析该PPP项目实施过程各阶段的良好效果,总结说明全过程造价管理在PPP项目中的实施要点,探索 PPP 项目全过程的造价管理更合理的组织架构、控制流程、责任机制等。

Abstract
At present, China's economic development has entered a "new normal", economic growth has further slowed down, and the growth of fiscal revenue has entered a shift period. At the same time, the process of urbanization is accelerating, and the investment demand for public infrastructure construction is increasing. Against the background of unsustainable land finance and high debts of local governments, in order to alleviate the financial pressure of the government and actively expand new financing channels, the government proposed at the Third Plenary Session of the Eighteenth Central Committee in 2013 that "social capital should be allowed to participate in the investment and operation of urban infrastructure through franchising and other means". Since then, the PPP model has been fully deployed in the field of infrastructure and public utilities in China. Open. PPP projects are local key livelihood projects. The quality of project construction is closely related to local economic development and local ecological environment, and people's lives. The whole process of PPP project cost control has an important impact on project construction cost, investment income and local government financial burden. However, in the PPP project management and control, the investment of related enterprises can not be controlled, which not only makes the local government face huge financial expenditure, but also exposes the blind area and insufficiency of PPP project cost management.
PPP projects usually have the characteristics of large capital, long investment cycle, strong singularity, and the government and social capital perform their respective duties. The cost control and management of PPP projects in the whole process of the project is more complex than traditional construction projects, which requires more systematic and comprehensive control and management. On this basis, it is the implementation focus of each stage. For PPP projects, the government's involvement requires higher cost control. Whether social capital and government cooperate effectively determines the efficiency of cost management. In the process of project cost management, we should avoid the decoupling of technology and economy, pay enough attention to the cost management problems caused by cross-engineering projects, and provide strong conditions for PPP project cost management. 。
Firstly, this paper elaborates the PPP model and the theory of the whole process cost management of the project by theoretical analysis, which is the basis of the whole process cost management analysis of the PPP project. At the same time, through the literature review method, this paper studies and analyses the development status of cost management in developed countries and the specific situation of cost management in China at this stage, focusing on the analysis of the management theory of each stage in the whole process of PPP project cost management, and summarizes the key control points of each stage in the whole process of PPP project cost management. Secondly, taking the S municipal engineering project implemented by PPP mode as an example, the author of this paper personally participates in the management, focusing on the analysis of the good effect of each stage of the PPP project implementation process, summarizes the implementation points of the whole process cost management in the PPP project, and explores the more reasonable organization structure, control process and responsibility mechanism of the whole process cost management of the PPP project.
