商业车险改革及监管趋势对财险公司经营管理的影响研究 摘 要 随着我国经济实力的飞速开展,人民的生活水平也在不断的提升,汽车已经逐步成为生产以及生活之中的必需品,随之而来的是汽车市场销售额的疯狂上涨和车险市场的迅速扩大。但是由于整体监管力量缺乏,在繁华的车险市场之中却呈现出诸多恶性问题,如财产保险公司抢占市场份额,从而造成恶性竞争行为,消费者权益难以得到有效保障。为了更好的标准市场化开展,保证市场健康有序裕兴,中国保监会在多年的摸索之中正式于2023年开展全国商业车险市场化改革,并有效解决了“高保低赔〞等问题,让消费者合法经营权利带来了更大的保障,但是与此同时,其也为财产保险公司带来了巨大的挑战。 本文在对本文研究背景以及研究意义进行交代的根底上,通过对我国商业车险改革的主要内容进行分析,并从商业车改革的涵义背景、开展历程以及意义评价和主要内容等对我国商业车险改革开展情况进行阐述。与此同时,文章接着对我国商业车险改革背景下车险监管面临的挑战及策略趋势进行研究,综合提出我国当前商业车险改革背景下车险监管面临的挑战入手分析,即在立法层面上,监管体系不完善,监管可操作性较差;在监管主体层面上,监管主体结构单一,行业协会和社会监督机构作用有限;在执行层面上,财险公司信息披露缺乏,监管力度难度较大。为此,综合英国、美国以及日本的保险监管体制对我国市场监管的启示,笔者综合提出了在立法层面上应该进一步完善车险监管法律体系,提高监管可操作性,在监管主体层面上,要实现三种监管方式联合并进的监管举措,在执法层面上,要进一步推动车险信息披露机制的完善和信息化建设工作。在分析商业车险监管趋势开展后,笔者选取Z财险公司S分公司为主要研究案例,综合分析其在我国商业车险改革及监管背景下整体经营管理情况,并针对性的提出了以下建议:标准承保政策制定原那么,细化承保条件、优化效劳体系,拓展渠道营销策略、加强内外部管理,迎合监管趋势、加强信息化技术处理,实现车联网开展应用等,希望本文的研究能够为我国商业车险改革及监管趋势下财险公司选择正确的经营开展战略提供相应的思考建议。 关键词:商业车险改革;财险公司;监管趋势;经营管理 ABSTRACT With the rapid development of China’s economic strength, the people’s living standards are constantly improving, and automobiles have gradually become a necessity in production and life. The mad increase in car sales and the rapid expansion of the auto insurance market have followed. . However, due to the lack of overall supervision power, there are many vicious problems in the bustling auto insurance market, such as property insurance companies seizing market share, resulting in vicious competition behavior, consumer rights and interests can not be effectively guaranteed. In order to better regulate the market development and ensure a healthy and orderly market, the China Insurance Regulatory Commission officially launched the nationwide commercial vehicle insurance market reform in 2023 and effectively solved the problem of “high security and low compensation〞. Consumers' rights to legal management bring greater protection, but at the same time, they also pose great challenges for property insurance companies. Based on the research background and significance of the research, this paper analyzes the main contents of the reform of commercial auto insurance in China, and analyzes the commercial auto insurance reform in China from the background, development history, significance evaluation and main content of commercial vehicle reform. Developments are explained. At the same time, the article went on to study the challenges and strategic trends of auto insurance supervision in the context of China's commercial auto insurance reform, and put forward the analysis of the challenges faced by auto insurance supervision in the context of China's current commercial auto insurance reform. That is, at the legislative level, the regulatory system is not Perfection and poor operability of supervision; At the level of regulatory bodies, the main structure of supervision bodies is single, and the role of industry associations and social supervision agencies is limited. On the implementation level, the disclosure of property and casualty companies is insufficient and supervision is difficult. To this end, in light of the enlightenment of the insurance regulatory system of the United Kingdom, the United States, and Japan on China's market supervision, the author comprehensively proposed that at the legislative level, the legal system of auto insurance supervision should be further improved to improve the operability of supervision, and at the regulatory body level, it must be realized. With regard to the three types of supervision methods, the regulatory measures that go hand in hand with the need for joint enforcement will further promote the improvement of the auto insurance information disclosure mechanism and the construction of informatization. After analyzing the development trend of commercial auto insurance supervision, the author selected the Z subsidiary of the company as the main research case, comprehensively analyzed its overall business management situation under the background of the reform and supervision of commercial auto insurance in China, and made the following recommendations: Underwriting policy formulation principles, detailing underwriting conditions, optimizing service systems, expanding channel marketing strategies, strengthening internal and external management, catering to regulatory trends, strengthening information technology processing, and realizing the development and application of vehicle networking, etc. It is hoped that the research in this paper can be used for commercial vehicle insurance in China. Under the trend of reform and supervision, property and casualty companies choose the right business development strategy to provide corresponding thinking and suggestions.
