基于农户视角的农地流转机理与治理研究公共管理专业.doc

摘要 摘 要 近年来，农村土地制度改革逐步深入、农地流转速度不断加快、农地经营规模有所扩大、农民收入有所增加，然而，农地流转过程中也存在着农户利益受损、农户参与积极性不高等现象，基于此，本文从农户视角研究农地流转问题，以期为现代农业经营体系的构建、新型农业现代化的推进、国家粮食安全的实现提供有益借鉴和参考。 本文研究内容共分七章：第一章是绪论，简要概括了论文研究的背景及意义、国内外研究现状、研究的主要内容、研究方法与创新之处。第二章是农地流转的相关概念界定，论文首先对农地、农地流转和农地流转基本参与主体进行概念界定，然后对农地流转的特征和类型分别进行阐述。第三章是农户视角下的农地流转机理阐释，农地流转机理在于：农业比较利益低下诱发了农民的职业分化；农民的职业分化又引发了潜在的农地供求；外部环境的不断优化促使潜在农地供求向现实农地供求转化。第四章是农地流转的DEA分析，论文选取2010——2016年连续7年的农地流转的相关数据指标，运用DEA模型实证分析了这7个年份农地流转的规模效益，分析结果显示：在2010年至2016年中有3个年份是DEA 有效，投入规模有效、投入要素组合达到优化状态；有4个年份是非DEA 有效，4个非DEA 有效的年份中除2011年是处于规模收益递增状态外，其他三个年份都处于规模收益递减状态，即农地流转产出增加的比例小于其投入增加的比例，这表明对农地流转各输入要素进行科学规划、避免盲目流转、调整输入要素的数量、提升输入要素的质量，是提高农地流转综合效率的关键。第五章是农户视角下农地流转案例分析及启示，论文分别以邓州市孟楼镇、淮阳县安岭镇湾张村的农地流转为例，对农地流转的成功经验和失败的教训进行比较分析，案例分析给予的启示是：加快推进农地流转需要充分尊重农户意愿、采用切实可行的流转模式、保障农户的根本利益以调动农户的参与积极性。第六章是农户视角下农地流转有效治理路径选择，农户视角下农地流转有效治理的路径在于：完善征信立法以降低农地转入方违约可能性；完善农村农地治权结构以保障农户农地流转合法利益；完善农村社会保障体制以解决农民后顾之忧；完善农村农地流转信息平台建设以促进农户农地高效流转。第七章是结论与展望。 关 键 词：农户；农地流转；农业现代化 论文类型：研究类 选题来源：其他 III ABSTRACT ABSTRACT In recent years, the reform of rural land system has been deepening, the speed of agricultural land transfer has been accelerating, the scale of farmland operation has been expanded, and the income of farmers has increased. However, there still exists some questions in the process of farmland conversion, such as jeopardizing the interests of farmers, farmers to participate in the enthusiasm is not high phenomenon and so on. Based on this, this thesis studies the problem of farmland circulation problems from the perspective of farmers, with a view to provide a useful reference for the construction of a modern agricultural management system, the promotion of new-type agricultural modernization, and the realization of national food security. This thesis is divided into seven chapters: the first chapter is an introduction，which briefly summarizes the background and significance of the research, the status of research at home and abroad, the main contents, research methods and innovation. The second chapter is the related concept definition of farmland circulation. The paper first defines the basic subjects of agricultural land, agricultural land circulation and agricultural land circulation, and then elaborates the characteristics and types of agricultural land circulation. The third chapter explains the mechanism of agricultural land circulation from the perspective of farmers. The mechanism of agricultural land circulation lies in: the lower interest of agriculture induces the professional differentiation of farmers; the occupation differentiation of farmers leads to the potential supply and demand of agricultural land; the constant optimization of the external environment promotes Potential supply and demand of agricultural land to the actual agricultural land supply and demand transformation.The fourth chapter is the DEA analysis of agricultural land circulation. The paper selects relevant data indicators of agricultural land circulation from 2010 to 2016 for seven consecutive years, and uses the DEA model to empirically analyze the scale benefits of agricultural land circulation in these seven years. The analysis results show that : Three years from 2010 to 2016 are valid for DEA, with effective input scale and optimized combination of input factors; Four years are non-DEA valid, and 4 non-DEA valid years are in addition to 2011 for scale returns. In addition to the increasing state, the other three years are in a state of diminishing returns to scale, that is, the proportion of increase in agricultural land circulation output is less than the proportion of their input increase, which indicates that scientific planning of the input elements of agricultural land circulation, avoid blind circulation, adjust input The number of elements and the quality of input elements are the key to improving the overall efficiency of agricultural land circulation. The fifth chapter is the case analysis and inspiration of agricultural land circulation under the perspective of farmers. This paper takes the land circulation in Menglou Town, Anling Town, Huaiyang County as an example to illustrate the successful experience and failure of agricultural land circulation. Lessons from the comparative analysis of the lessons learned from the case study are as follows: Accelerating agricultural land circulation requires full respect for farmers' willingness, adopting a practical circulation model, and ensuring the fundamental interests of farmers to mobilize the enthusiasm of farmers. The sixth chapter is the effective governance path selection of agricultural land circulation under the perspective of farmers. The path of effective management of agricultural land circulation from the perspective of farmers is to improve credit information legislation to reduce the possibility of default of farmland transfer to the party, and to improve the governance structure of rural farmland.
